Water evaporates at a higher temperature than the other vape ingredients (propylene glycol and glycerine).As such, the coil may not get hot enough to vaporize the water and you will end up inhaling a tasteless cloud.

However, if you are making DIY vape liquids, you may dilute the VG using distilled water because its thick and viscous.

Water is thinner than PG so your VG (vegetable glycerin) ratio would need to increase. Also, food flavoring is in a PG solution so you'll need to consider this as well.

If you're wanting to vape only water, remember that water boils at a considerably lower temp then PG and VG. PG at 380.8 and VG at 554.0 degrees while water at only 212. I wouldn't recommend it at all.
